2025 Leading Domestic Level! IoT-based Intelligent Control System Platform Passes Scientific and Technological Achievement Evaluation

On July 28, 2025, the "IoT-based Intelligent Control System Platform", jointly developed by Sanmen Nuclear Power Co., Ltd., Nuclear and Radiation Safety Center of the Ministry of Ecology and Environment, and RICHTECH (Beijing) Technology Co., Ltd., successfully passed the scientific and technological achievement evaluation, reaching the level of "relevant technologies leading domestically and some technologies advanced among international counterparts".
The expert committee for this achievement evaluation was composed of renowned experts including Tan Jianrong (Academician of the Chinese Academy of Engineering, Qiushi Distinguished Professor of Zhejiang University), Zhao Yongkang (former Deputy Director of the National Nuclear Safety Administration), Zhao Yongming (former Deputy Director of the National Nuclear Safety Administration), Guo Junwan (Section Chief of CNNC Shaanxi Uranium Enrichment Co., Ltd.), Yang Dian (Section Chief of Fuqing Nuclear Power Co., Ltd.), Lu Shan (Director of Zhengzhou Branch of China Nuclear Power Engineering Co., Ltd.), and Wan Xiaoyuan (Senior Engineer of CNNC No.4 Research and Design Engineering Co., Ltd.). After review, the experts believe that the main characteristics and innovations of the "IoT-based Intelligent Control System Platform" are as follows:
1. The project adopts industrial computers instead of traditional access controllers to realize the digitization of the access control system. All control signals are converted from analog quantities to digital quantities. Industrial computers have multiple interfaces and can directly connect to face recognition, iris recognition, voice prompts, display of passing personnel's photos, permission display, and turnstile status indicators. They have large capacity and are easy to promote.
2. The project adopts command-based door opening instead of traditional dry contact door opening, improving system security. Each turnstile has a machine address code. The industrial computer sends the turnstile address code to wake up the equipment, followed by command codes, data information, check codes, and end codes. The turnstile decodes the information and opens only after successful decoding, and then sends a confirmation message to the industrial computer.
3. The project product adopts command-based query of passage feedback signals instead of traditional dry contact-based query. The industrial computer queries the corresponding register to obtain the modified value, indicating that the person has entered. The register query method based on numerical values is not dependent on hardware, with high reliability and efficiency.
4. The project queries the turnstile status through commands. It sends command codes, data information, check codes, and end codes. The turnstile decodes the information and sends status information such as door opening, door closing, and faults to the industrial computer after successful decoding, allowing the industrial computer to obtain the turnstile status.
5. The project product has applied for a national invention patent, passed the testing by the Ministry of Public Security's Quality Inspection Center for Security and Police Electronic Products, and has been applied in user units such as Sanmen Nuclear Power Co., Ltd.
In summary, the expert group believes that the project has high integration and strong practicality. Relevant technologies have reached the leading domestic level, among which the preventive maintenance technology has reached the advanced level of international counterparts. It can be promoted and applied in the field of industrial security management and control, and the scientific and technological achievement evaluation is approved.
